In my opinion the answer to that question is “yes”. It is a very sad comment on today’s society but we have to face facts – whilst there has, and always will be, dishonest people, the number who are prepared to fleece their neighbour is very much on the increase.

No parent wants their child to have to attend a school that is sub-standard. We all want our children to get the best education they possibly can. Even those who don’t have kids in school today are interested in the success of the schools and often get involved in supporting their neighborhood schools. The reality is that not all kids get to attend the “top-notch” school. Some, many in fact, wind up in schools that are facing issues that make it hard for them to inspire students to do their best.

Gangs, school violence, lack of funding, and uninspired teaching and administrative staff are all factors that can be associated with failing schools. While money isn’t everything, it sure helps. Having enough funding, and in certain situations, a bit extra can go a long way to tackling the other problems. Boston Public Schools are working to achieve more equality for their schools by changing the way the budget is allocated each year.

Boston Schools are looking into a budget allocation process used by other large urban districts called “weighted student funding”, or WSF. A task force staffed by Boston Schools employees has been formed to look into the plan and determine if it’s something that will help Boston Schools achieve a more equitable distribution of funds. Currently, schools in Boston are not all receiving the funding required to successfully implement the programs they offer.

For example, Traditional Boston Schools have, in the past, been allocated positions, not funds, based on the different types of programs they offer, as well as the number of kids in each program. Pilot Boston Schools, offer higher-cost special and bilingual (not to be confused with English as a 2nd Language students) education programs.

Special Boston Schools, such as the Mann School for the Deaf, are funded based on its students’ special disabilities.

Alternative Boston Schools are funded on an individual basis, with no consistent requirements across the board. In addition, 10 designated Superintendent’s Schools have been recently chosen. These Boston Schools have demonstrated consistently low performance. For the ’07-’08 school year, each of these schools will get $1.2 million in extra funds.

In order for Boston Schools to receive a more equitable distribution of funds they would develop “weights” so that the allocations match the needs of the students while still adhering to the priorities of the Boston Schools district. Determining these weights will involve extensive participation from the community. The purpose of this is to institute a formula to evenly determine which schools need what in terms of cash. For example, regular education students are given a weight of 1, students who are leaning to speak English a 1.7, and a moderate special-needs student a 1.6. The whole thing would then be added up, and guidelines for funding would be determined. While this sounds like the same horse with a different color, it can affect more equitable funding for all Boston Schools.

Texas Schools have the results for this year’s Texas Assessment of Knowledge and Skills (TAKS), and they’re pretty good. With a few exceptions most grade levels showed an increase in the number of Texas Schools’ students passing the exams. The test is given each year to all Texan Schools’ children in grades 3 to 12. Passing the test is a requirement for promotion for several grades.

The passing scores on the tests as a whole are enough to make Texas Schools proud: 89% of fifth grade students passed the reading exam, 85% passed in math, and 77% passed in science. There was also a seven-point increase in the number of Texas Schools’ fifth graders who earned the Commendation Performance by answering at least 37 of the 40 questions correctly.

This is neither the most encouraging news, nor the only side of the story. Texas Schools are most pleased by the improvement of the seventh grade class. This grade has been the group under the most pressure from the state. It started when they were the first grade level required to pass the TAKS for promotion to fourth grade. And it will continue to be scrutinized this year as Texas Schools and state law require passing TAKS scores for promotion to ninth grade.

To help this high-pressured, in-the-spotlight group of students, Texas Schools provided their elementary teachers with training in scientifically based reading practices. Their progress has been monitored, and Texas Schools have devoted state funds to provide additional support like tutoring throughout their education. The good news is- it’s working. Seventh graders improved in all areas of testing and reported passing test scores of 85% in reading, 76% in math, and 93% in writing. Clearly there are still many of Texas Schools’ children who aren’t where they need to be, but the evidence that current practices are improving things is good news.

The question for Texas Schools now is: who still needs help and how do they get it? The “who” question is sadly apparent. The infamous educational gap that concerns educators around the nation is also apparent in Texas Schools. While 84% of Texas seniors are on track for graduation, the numbers shift when broken down by race. Texas Schools report passing percentages of 93% for Asian-American students, 92% for white students, 76% for Hispanic students and 72% for African-American students. Overall, Texas Schools show a 3-point drop in the passing rate that is thought to be due to increased standards.

Texas Schools provide 5 opportunities for students to pass tests required for graduation in the junior and senior years. The 2006-2007 school year marked the first class to meet the new standards. Overall, the improvements of seventh graders bode well for the Texas schools. But issues like the achievement gap make it all too clear that significant work still needs to be done.

In the late 90s, feature stories began appearing in the national media about children and parents who were so overwhelmed by the amount of homework that it was destroying their family life and causing psychological damage. The evidence presented in these stories was often anecdotal, profiling just one or two families. However, the articles were published in enough respected publications that they sparked a national debate on whether children have too much homework. Schools scrambled to create homework policies, parents held protests, and children began to receive sharply mixed messages on the value of homework.

In all the fuss, people never realized that the information contained the articles simply wasn’t true. In 2003, the Brown Center on Educational Policy at the prestigious Brookings Institution released a report that shattered the perception that American students are staggering under an unreasonable load of homework. In fact, they found just the opposite: American students probably don’t spend enough time on homework. Gathering data from a number of studies that had been performed in the late 90s, the Brown Center drew four startling conclusions.

Typical students, from kindergarten to high school, don’t spend more than an hour a day doing homework. In fact, pointing to a study done by the Higher Education Research Institute at UCLA, the Brown report found that more than two-thirds of college freshmen did five hours or less of homework during their final year of high school.

The report also analyzed studies and concluded that the homework load for the average student has not increased appreciably since the 1980s. This is in direct opposition to the anecdotal evidence cited in the article of homework increasing to as much as three hours per night.

However, a study performed in 1997 by Michigan State University showed that children at that time were spending just over two hours per week on study, which could include activities other than homework. Interestingly, this study is often used to prove that students have too much homework, since the weekly hours spent on study increased over the life of the study by 23 minutes. The Brown Center postulates that this statistical increase was actually caused by children who previously had no homework at all and because they had advanced in grade, now had homework.

Finally, the Brown report found that, contrary to the articles’ portrayal of militant parents protesting homework, most parents are satisfied with the amount of homework their children receive. In fact, if parents were dissatisfied with the amount of homework their children had, it was because they felt it wasn’t enough.
